Let's take this apart, because there's quite a lot in there.
First of all, let's be clear about residents and rights. Israel is a multi-ethnic democracy where 20% of the population are non-Jews, mostly Arab, and they have all the same rights as Jewish Israelis, including voting rights, and they serve as police officers, judges, and members of the knesset. They have all the same rights as everyone else.
