Sorry, didn't find in documentation or Google.
If user make channel with "personal" channel role, he cannot post image in comment, right?

1. Why?
2. When he changes it to "public", he still cannot. Why?

Well... One reason is we do not know which ACL to give the image or file. Only the thread owner knows the ACL.
The second reason is nobody took the time to think about and implement a sane solution yet...

The good news is, you can upload any file in the files app and give it the ACL you want. If you press the "info" link from the file dropdown, it will show you the bbcode to either attach, embed (if suitable e.g. image or pdf) or just link the file in a comment.

I'm not sure we are talking about the same(still novice).
I don't think it's about owner thread. It 'dosn't work even on my personal posts(only me posts).
Accounts with personal channel role see in comments this:

Don't understand why and where I could change it.

About bbcode - it's not working on mastodon.social or masto.ai, working only on hubzilla.eskimo.com. So it's solution probably only for Hubzilla.

It's weird.
When I open post(mine or friend's) in HQ or Network, I can't attach file.
When I open post via View Source - llink (...domain/display/...) I can attach file. 🤦‍♂️

Please allow users to change channel role properly.
Or delete "personal" channel role, because when user is unable comment even his own post with "Attach/Upload File", it's pretty stupid.

I'd say that you can upload from /display is a bug.
